		<description>You are incorrect in your reading of the regulation. The new regulation lifts the cap on goodwill financing completely. The $500,000 threshhold only determines how lenders must process the loan. Borrowers are not required to inject 25%, they only must do so if the lenders want to process the loan under expedited processing.  Additionally, the new regulation makes no reference whatsoever to &quot;blue sky&quot;.  The new regulation is a nearly complete reversal of the restrictions issued in March.</description>
