Bill Richard Is Elected To The Ranks Of Stanford Who’s Who WASHINGTON, DC, October 25, 2012 /Stanford Who’s Who [1]/ — A public policy executive with three decades of diverse professional experience in the field, Bill Richard [2] has enjoyed an enormously successful career filled with several significant accomplishments, leading to his inclusion in the exclusive network of premier professionals with Stanford Who’s Who. Throughout his phenomenal professional career, Mr. Richard has routinely exhibited the passion, vision, dedication and diligence necessary to be mentioned among the elite. Bill Richard formed the Richard Policy Group after nearly thirty years on the personal staff of Congressman James L. Oberstar (D-MN), including twenty years as Chief of Staff. He brings clients extensive Capitol Hill experience and insight on issues such as transportation, airlines, commuter rail, water, and infrastructure, and working relationships throughout the federal government. In 2011 Bill became Director of Federal Affairs for Minnesota Governor Mark Dayton, a position utilizing both his experience in Minnesota government affairs and his extensive experience in federal government liaison. As the Congressman’s chief transportation legislative advisor, Bill played a major role in the development and enactment of the many of the most significant pieces of federal transportation legislation, including the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA), the Transportation Equity Act for the 21st Century (TEA-21), and the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). Bill also played a critical role on many other projects, including the development of Northwest Airlines’ Airbus A-320 maintenance facility in Duluth, MN; the development of the NorthStar Commuter Rail Line from Big Lake to Minneapolis; and managing the response to the I-35W bridge collapse in Minneapolis. He also helped bring Cirrus Aviation, which is the largest manufacturer of general aviation aircraft in the world today, to Duluth. Prior to joining Representative Oberstar’s staff, Bill served as the Clerk of Finlayson Township, and was the Chairman of the Pine County Democratic-Farmer-Labor Party. He was worked as a broadcaster and technician with the Minnesota State Services for the Blind, where he helped develop the Minnesota Radio Talking Book Network. Bill attended St. Johns University and the University of Minnesota, and is a graduate of the Defense Language Institute’s Advanced Russian Language program.
