According to a leading index of housing-market activity, home prices fell one-tenth of a percentage point in November, the first decline since November 2012, as the combination of price gains earlier in 2013 and higher mortgage rates caused prices to reach a plateau. The Standard & Poor’s Case-Shiller index of home prices in 20 top cities did also show prices were 13 point eight percent higher than a year earlier.
