Rep. Ann McLane Kuster, D-N.H., during a House Veterans Affairs Committee hearing said, “It’s hard for me to believe that 80% of employees can be above average or this other category, ‘exceeds expectations.” “Is there ever an opportunity for denial of ‘enhanced pay’”?
